CCEA ratify the INR 100 lakh crore Gati Shakti plan

The Cabinet Committee on Economic Affairs (CCEA), on Thursday, ratified PM Modi’s INR 100 lakh crore Gati Shakti National Master Plan including an institutional framework for rolling out, implementation, monitoring, and support mechanism for providing multi-modal connectivity.

Launched on 13th October 2021 the Implementation framework of the Gati Shakti NMP for multi-modal connectivity includes Empowered Group of Secretaries (EGOS), Network Planning Group (NPG), and Technical Support Unit (TSU) with required technical competencies.

Headed by the Cabinet Secretary, the EGOS, which will review and monitor the implementation of the NMP, will have the head of Logistics Division as Member Convenor along with secretaries of 18 ministries as its members.  

EGOS is empowered to prescribe norms for undertaking any subsequent amendments to the NMP. Among other responsibilities, EGOS will set out the procedure and definitive framework for synchronization of various activities, ensure that various initiatives of infrastructure development are part of the common integrated digital platform, and look after interventions required to meet the demand side, inefficiently transporting bulk goods. 

The formation, composition, and terms of reference for Network Planning Group (NPG) have also been given a nod by the CCEA. 

The NPG consisting of heads of the Network Planning wing of respective infrastructure ministries will assist the EGOS.

Further, the Technical Support Unit (TSU) has been approved to provide the required expertise to sort any complexities involved in the overall integration of networks, enhancing optimization to avoid duplication of works for holistic development of any region as well as reducing logistics costs through micro-plan detailing.  

TSU will have domain experts from various infrastructure sectors as Aviation, Maritime, Public Transport, Rail, Roads & Highways, Ports, etc. and Subject Matter Experts (SMEs) as Urban & Transport Planning, Structures (Roads, Bridges & Buildings), Power, Pipeline, GIS, ICT, Finance/Market PPP, logistics, Data Analytics, etc.

This approval will give momentum to the rollout of PM GatiShakti NMP and result in a holistic and integrated planning and execution of the infrastructure development in the country.

Intended to break the Departmental Silos, the NMP will help in bringing down the logistics cost and translate into enormous economic gains to consumers, farmers, youth as well as those engaged in businesses.
