Kerala Clears Two Multi-Modal Logistics Parks to Strengthen Transshipment Ecosystem

The Kerala government has accorded in-principle approval for the development of two multi-modal logistics parks (MMLPs) linked to the Vizhinjam International Seaport, advancing proposals submitted by Container Corporation of India (CONCOR) and Central Warehousing Corporation (CWC). Vizhinjam International Seaport Limited (VISL) has been authorised to engage with both central public sector undertakings to finalise long-term land lease terms and execute non-binding memoranda of understanding, pending formal government clearance.

CONCOR has proposed establishing an MMLP across roughly 25 acres at Kottukal, close to the port. Land costs are estimated at ₹7–8 crore per acre, with a suggested lease rental of ₹1.5 lakh per acre per month, a 5 per cent annual escalation, and a 2 per cent share of operational revenue. While CONCOR will oversee infrastructure creation and statutory approvals, VISL is expected to facilitate the process.

CWC, meanwhile, has sought up to 50 acres at Amaravila along the railway corridor. The land is valued at approximately ₹4–4.5 crore per acre, with proposed lease terms of ₹1 lakh per acre per month, a 5 per cent annual escalation, and a 2 per cent revenue share. VISL will acquire and lease the land, while CWC will take responsibility for developing the facilities and securing the necessary clearances.

Together, the projects are aimed at strengthening Vizhinjam’s logistics ecosystem and supporting sustained growth at the emerging transshipment hub. As of December 31, 2025, the port had handled 670 vessels and 1.34 million TEUs. Planned capacity expansion is set to increase annual handling capability from 1.5 million TEUs to 5.7 million TEUs by December 2028, alongside the addition of two multipurpose berths with a combined quay length of 1,220 metres.
