CBIC Implements ECL for Import Duty Payments via Courier Mode

Beginning March 1, 2024, for goods imported through international courier terminals, the designated mode of payment for import duties will be through the Electronic Cash Ledger (ECL). 

This will allow the Express Industry to make payments through multiple banks as per convenience via Internet banking and NEFT/RTGS from the existing bank.

Earlier in April 2023, the Electronic Cash Ledger was implemented for payment of import duties for cargo processed through EDI at seaports, airports, ICDs, and LCSs.

To implement the new payment system using ECL and DG Systems, CBIC conducted registration melas and webinars from October to December 2023. The purpose of these events was to handhold and familiarize different stakeholders with the new system before its launch for the express cargo industry.

Before implementing the ECL, a pilot phase was started on January 15, 2024, which was expanded in phases to Delhi, Bengaluru, Mumbai, and all other International Courier Terminal locations. Since February 12, 2024, the pilot has been running successfully in all the locations without any glitches in the system.

The new ECL mode of payment is now available for all EXIM, and it would facilitate the ease of doing business with the trade.
